- A. The State Department of Education, in consultation with the State Department of Health, shall establish a two-year pilot program known as the Binocular Vision Screening Program for schools to offer vision screenings to students in kindergarten and first and third grades that are designed to identify convergence insufficiency. “Convergence insufficiency” means a vision disorder characterized by a decreased ability to converge the eyes and maintain binocular fusion while focusing on a near target.
- B. Beginning with the 2026-2027 school year, the program shall require schools to provide all students in kindergarten and first and third grades with a comprehensive binocular vision screening within ninety (90) days of the start of the school year.
- C. The screening required by subsection B of this section shall be performed by personnel listed on the statewide registry maintained by the State Department of Health pursuant to Section 1210.284 of Title 70 of the Oklahoma Statutes.
- D. The screenings required by this section shall be in addition to the screenings required in Section 1210.284 of Title 70 of the Oklahoma Statutes.
- E. The State Department of Education shall electronically submit a report on the Binocular Vision Screening Program including any legislative recommendations to the Governor, the President Pro Tempore of the Senate, and the Speaker of the House of Representatives by November 1, 2028. The Department shall post the report on its website.
