The Statewide Temporary Assistance for Needy Responsibility System (STARS) shall, at a minimum, contain the following components:

1. 1. The Temporary Assistance for Needy Families (TANF) program;
2. 2. Child Care;
3. 3. Food Stamps;
4. 4. One-stop Career/Employment Centers;
5. 5. Medicaid
6. 6. Assistance to Aliens; and
7. 7. Supportive services.
