No member of the Board of Governors, having served three (3) consecutive years as a member of the governing body (exclusive of service on the Board of Governors by reason of having received appointment to a vacancy as hereinbefore provided in these rules), shall be eligible to succeed himself on the Board of Governors, except as provided in the Bylaws of the Association.
