Members of the Board of Governors and the officers of the Association shall be non-voting ex officio members of the House of Delegates. Ex officio members shall have the right to speak on the floor of the House of Delegates, but shall be precluded from introducing resolutions, legislative proposals or motions or the casting of any ballot on any matter unless they are also certified as duly chosen members of the House of Delegates by their respective County Bar Associations.
