The office of the Secretary of Energy and Environment shall create and administer a grant program for entities utilizing sequestration of carbon captured from production of hydrogen from natural gas. The Secretary shall determine criteria for the program and establish a process for consideration of proposals. The grant program shall only be subject to the authorization of federal dollars by the Legislature.
