Upon receiving the report of the returns of the referendum, the Commissioner of the Oklahoma Department of Agriculture, Food, and Forestry shall determine:

1. 1. The number of votes cast for and against the referendum proposition;
2. 2. The total volume of production of the commodity during the relevant production period; and
3. 3. The percentage of the total volume of production of the commodity that was produced by those voting in favor of the referendum proposition.
