1. (a) Every communication in writing to the Board shall be addressed to the Commissioner at the principal office, unless the Board directs otherwise.
2. (b) Every pleading and other document tendered for official filing shall be deemed received only upon physical or electronic delivery to the Commissioner or the principal office of the Board.
3. (c) Filing of any instrument shall not be complete except upon payment of all applicable fees required by law.
4. (d) Unless otherwise required by the Commissioner, any provision in this Title requiring written notification or that a document be provided in writing may be satisfied by providing electronic communication and electronic images of a document.
