The maximum operating expenses of the association should not exceed thirty-three percent (33%) of the standard premium. These expenses include the following:

1. (1) Administrator's fee;
2. (2) TPA fee;
3. (3) Marketing fees, billing and collection fees, and sales commissions;
4. (4) General operating expenses, including audits and actuarial reports;
5. (5) Cost of excess insurance; and
6. (6) Any other fees approved by the Commission.
