1. (a) Applicants for seasonalblind permits must be at least 18 years old on the day of the permit issuance and possess all valid hunting licenses, stamps, and permits as required for hunting waterfowl during the waterfowl season, unless exempt.
2. (b) Anyone wishing to obtain a seasonal blind permit must appear in person at the appropriate drawings.
3. (c) No person may obtain a seasonal blind permit for more than one reservoir.
