The following factors may be considered when establishing the state migratory bird hunting seasons and possession and bag limits within the federal framework:

1. (1) Migratory bird population status and trends,
2. (2) Evaluations of habitat conditions,
3. (3) Harvest information, and,
4. (4) Any other factors having a bearing on the anticipated size of the fall flights of migratory birds.
