No person may sell, offer to sell, buy, offer to buy, barter or trade any paddlefish eggs, unless:

1. (1) licensed to fish commercially in waters open to taking of paddlefish, or,
2. (2) licensed to propagate paddlefish in Oklahoma, or,
3. (3) the eggs purchased are from one of the above named sources for which a signed invoice from the seller stating the quantity of eggs purchased is required, or,
4. (4) the eggs purchased are properly labeled and packaged in accordance with U.S. Food and Drug Administration regulations.
