Any Respondent who fails to appear as directed, after receipt of notice as provided by this Chapter, may be determined to have waived the right to appear and present a defense to the allegations contained in the notice and/or petition. A Final Order in such proceeding may be issued by the Director granting by default no more than the relief prayed for in the petition.
