Any period of time prescribed by this Title shall be calculated in accordance with the following provisions:

1. (1) The day of the act or event from which the designated period of time begins to run shall not be included.

2. (2) The last day of the period so computed shall be included, unless:

   1. (A) The last day falls on a Saturday, a Sunday, or a legal holiday as defined by the Oklahoma Statutes, in which event the period runs until the end of the next day which is not a Saturday, a Sunday, or a legal holiday as defined by the Oklahoma Statutes; or
   2. (B) The last day falls on any other day when the administrative office of the Statewide Charter School Board does not remain open for public business until 4:30 p.m., in which event the period runs until the end of the next day when the receiving office does remain open for public business until 4:30 p.m.
