A person whose certificate of registration has been revoked or denied or whose certificate was surrendered in lieu of revocation or under circumstances such that said certificate could have been revoked, shall not have a financial interest of any kind in a used motor vehicle business, nor shall that person participate in any way, including in an advisory position, in the operation of a used motor vehicle business.
