- (a) When it has been determined that a change is needed in the work and prior to the issuance of any change order, the CFMO or his designee and/or Design Consultant shall issue a Proposal Request to the contractor. The Proposal Request shall fully describe the scope of work explaining completely what each proposed Change Order. The contractor shall provide a detailed breakdown of cost, showing quantities and sizes of materials; unit cost, labor, equipment, profit and overhead and shall include any time extension involved; and other expense items. The CFMO, in consultation with the ADC, will consider the proposed Change Order and sign if approved. The proposed Change Order then becomes an official Change Order.
- (b) Miscellaneous Change Orders that occur during construction including missed items, unforeseen//existing conditions, etc., will be change ordered with the approval of the owner parties mentioned above.
- (c) Change Orders to public construction contacts of $1,000,000 or less shall not exceed a fifteen percent (15%) cumulative increase in the approved construction budget [61 O.S. § 121].
- (d) Change Orders to public construction contracts of over $1,000,000 shall not exceed the greater of $150,000 or a ten percent (10%) cumulative increase in the approved construction budget [61 O.S. § 121].
