1. (a) The methods for selecting personnel shall be described in policies and procedures and shall include, but not be limited to:

   1. (1) The processes for recruitment, selection and appointment; and
   2. (2) Written criteria demonstrably related to the position being filled.

2. (b) Compliance with this Section shall be determined by:

   1. (1) Review of the policies and procedures;
   2. (2) Review of job descriptions for personnel; and
   3. (3) Review of any other supporting documentation.
