1. (a) In addition to complying with Section 6 of this Subchapter, all transitional living services programs shall also outfit their program facilities with the following:

   1. (1) Operable smoke detectors;
   2. (2) 24-hour access to a telephone for emergencies;
   3. (3) Secure double locks or locking devices such as chains, bolts, etc., which meet state and local fire code inspection;
   4. (4) Outdoor openings such as windows shall be covered for privacy; and
   5. (5) The program facility shall have, at minimum, a toilet, sink, and shower or bathtub at a ratio of one (1) for every eight (8) persons, including infants and children. Personal privacy of individuals or families shall be ensured when using any of these bathroom facilities.
2. (b) Compliance with this Section shall be determined by a review of program policies and procedures, provider and client interviews where appropriate, and on-site observation.
