Resolutions requesting the Department to add county highways to the major collector system shall contain a declaration of the intention of the Board of County Commissioners to:

1. (1) File requests from time to time for the construction of an all-weather facility on this route, and
2. (2) Furnish county funds to match Surface Transportation Program funds to pay the construction cost of any project requested on the proposed route.
