1. (a) Only Service Oklahoma is authorized to assign and affix Oklahoma assigned hull identification numbers (HIN) to boats and serial numbers to outboard motors.
2. (b) To obtain an assigned HIN or serial number, the owner must submit the items set out in (1) and (2) of this subsection to Service Oklahoma:
3. (1) Proof of ownership, evidenced by:
4. (A) A notarized bill of sale;
5. (B) An assigned certificate of title;
6. (C) An out-of-state registration; or
7. (D) In the case of a homemade boat, a statement listing the cost of materials purchased for use in construction of the boat, and an estimate of labor costs.
8. (2) A completed Application for Certificate of Title for a Boat or Outboard Motor (SOK Form BM-26).
9. (c) Upon review and approval of the documents submitted, Service Oklahoma will complete SOK Form 717, prior to performing an inspection of the boat.
10. (d) The Service Oklahoma employee will perform an inspection and, if approved, will assign and affix an OKZ number to the boat or an OKM number to the outboard motor.
11. (e) The Service Oklahoma employee will complete Form TRW 112496REV2, giving the original and a copy to the applicant.
12. (f) The applicant must then submit all documents, from Service Oklahoma, to a Licensed Operator or to Service Oklahoma for issuance of a title and registration.
13. (g) A copy of Form TRW 112496REV2 and a copy of the Oklahoma Registration must be carried with the boat and/or outboard motor when in operation on the water.
