A conservator or liquidator, who may be the Administrator, a member of the Administrator's staff, or an independent party, appointed under Section 1-308(I)(2) of the Securities Act, shall be of legal age, of good moral character, a resident of the state of Oklahoma, and competent to perform the duties of conservator or liquidator.
