The OAR may not accept a document for publication if it combines material that must appear in different categories of the Register [see 655:10-15-5(a) (relating to Register categories)]. For example, a document may not contain both a permanent rule and an emergency rule, or a notice of rulemaking intent and a notice of gubernatorial approval.
