1. (a) Applicants.

   1. (1) Eligible Applicants for funding of OIT research and development projects shall be:

      1. (A) institutions of higher education
      2. (B) nonprofit research foundations
      3. (C) private enterprises

   2. (2) Eligible Applicants for funding of OIT rural technology development shall be:

      1. (A) institutions of higher education
      2. (B) nonprofit research foundations
      3. (C) private enterprises
      4. (D) towns, counties, and municipalities
2. (b) Preference. The OIT trustees with approval of the OSTRaD Board may assign preference to a class of Applicants for any funding competition.
3. (c) Investigators. The investigators preparing Applications shall be employed by or affiliated with an eligible Applicant organizations.
