No real estate licensee shall begin operations in the real estate business without first having been issued his or her numbered active license certificate. This includes all original licenses, activations, reinstatements and all license types being changed from an associate to a broker or branch broker, as defined in the rules.

<i>¹1This emergency action expired without being superseded by a permanent action. Upon expiration of an emergency amendatory action, the last effective permanent text is reinstated. Therefore, on 9-15-18 (after the 9-14-18 expiration of this emergency action), the text of 605:10-7-1 reverted back to the permanent text that became effective 7-1-07, as was last published in the 2016 Edition of the OAC.</i>
