The following additional rules for waterways shall also apply:

1. (1) Swells or wakes. A person shall not operate any vessel or encircle another vessel so as to create large swells or wakes thereby posing a threat to life or property.

2. (2) Observe before starting vessel. No vessel operator shall:

   1. (A) start a vessel until the operator is certain the immediate area of the propeller is free of obstructions and clear of persons in the water, or
   2. (B) proceed in any direction from a stopped, standing, moored or docked position until such movement can be made with reasonable safety.
