In accordance with the provisions of 74 O.S. 1981, § 913, as amended, reference to creditable prior service, the period of employment in State agencies preceding the establishment of their retirement programs has been determined to be:

1. (1) Wildlife Commission prior to November 1, 1964.
2. (2) Employment Security Commission prior to August 1, 1960.
3. (3) Highway Patrol prior to May 16, 1947.
4. (4) Teachers' Retirement System prior to July 1, 1943.
5. (5) Tourism and Recreation Department employees made eligible for retirement administratively, effective March, 1969, shall be given credit for prior service for all service performed up to that date.
