Physical security controls for drug canine handlers shall be as follows:

1. (1) Controlled dangerous substances stored at a registration location shall be in a securely locked, substantially constructed cabinet and/or may be stored in a safe deposit box maintained by a financial institution.
2. (2) Controlled dangerous substances transported in a vehicle must be maintained in a locked container inside the vehicle.
