(a) The Department shall give notice of a hearing for a petition to designate land unsuitable for surface coal mining, including the time, date, and location by certified mail postmarked not less than 30 days before the date to:

1. (1) Local, state, and federal agencies which may have an interest in the decision on the petition;
2. (2) All petitioners and the intervenors; and
3. (3) Any person with an ownership or other interest known to the Department in the area covered by the petition.
