The Administrative Law Judge shall file a final decision with the Commission within 10 calendar days after the record is closed. The final decision shall include findings of fact and conclusions of law, written in clear and concise language.

1. (1) The Executive Director shall issue the final decision to each party, by personal service or certified mail and by submission on the online filing system, within 5 calendar days after receipt.
2. (2) The decision of the Administrative Law Judge shall be final and conclusive except as provided in the Administrative Procedures Act and OAC 455:10-3-20.
