(a) Content. An appeal record shall include:
- (1) the petition for appeal, notices and intermediate rulings;
- (2) evidence considered in making a final decision;
- (3) a statement of matters officially noticed;
- (4) questions and offers of proof, objections and rulings thereon;
- (5) proposed findings and exceptions;
- (6) any proposed or final orders issued by the Commission; and
- (7) all other data submitted to a presiding official in connection with his or her consideration of the appeal.
- (b) Transmission to reviewing court: Within 60 calendar days after proper service of a petition for review or equivalent process upon it, or within such further time as the reviewing court may allow, the Commission shall transmit to the reviewing court a certified copy of the appeal record under review.
