1. (a) Any person served seeking admission while under the influence, or undergoing withdrawal of alcohol or drugs other than opioids shall be assessed prior to admission for medical needs. The written criteria to be used for medical needs assessment shall be approved by the OTP medical director and meet state and federal requirements regarding standards of care.

2. (b) Using a standardized and accepted instrument (such as the COWS Scale) no person served shall be admitted to medication assisted opioid recovery services unless symptoms of opioid dependency listed below are present with at least two symptoms coming from numbers one (1) through seven (7);

   1. (1) Elevated resting pulse rate;
   2. (2) Increased sweating;
   3. (3) Tremors;
   4. (4) Variation in pupil size;
   5. (5) Increased yawning;
   6. (6) Runny nose and/or tearing;
   7. (7) Presence of "gooseflesh";
   8. (8) Increased restlessness;
   9. (9) Bone and/or joint pain;
   10. (10) Increased anxiety or irritability; or
   11. (11) Gastrointestinal distress.

3. (c) Compliance with 450:70-3-5.2 may be determined by:

   1. (1) A review of policies and procedures,
   2. (2) Treatment records, and
   3. (3) Other facility documentation.
