No later than January 15th, April 15^th, July 15^th, and October 15^th of each year, every express company, common carrier, contract carrier and every firm or corporation that shall bring, carry or transport wine for delivery to any person in the state, except wine or spirit wholesalers or beer distributors, shall prepare and file a quarterly report with the Commission regarding all known wine shipments.
