No later than January 15th, April 15^th, July 15^th, and October 15^th of each year, every Direct Shipper's Permit holder shall submit a quarterly report to the Commission containing the amount of wine it directly shipped into the State, and to how many separate individual consumers such wine was shipped during the previous calendar year. Failure of a licensee to annually report such information to the Commission shall result in the revocation of the Direct Shipper's Permit.
