1. (a) Air monitoring done for private abatement contractors to fulfill the requirements of Section 380:50-11-1-(1) through (6) and Section 380:50-11-2 shall be done by an independent third party, except:

   1. (1) When the quantity of asbestos to be removed is less than 160 square feet or 260 linear feet, or
   2. (2) When the abatement is performed under the terms of an approved O&M program.
2. (b) Contractors will not be issued violations for laboratory deficiencies.
