1. (a) Policy and procedures. The facility shall have a policy and procedure manual which specifically describes its purpose, program, and the services offered. The manual is to be reviewed at least annually and updated if necessary. Prior to implementation, all updates or additions to the policy and procedure manual must be submitted electronically to the Licensing and Programs Assessment division for review. The manual is available to all staff and all authorized regulatory authorities. It includes, but is not be limited to:

   1. (1) screening criteria;
   2. (2) admission procedures;
   3. (3) visiting arrangements;
   4. (4) disciplinary procedures;
   5. (5) security and control;
   6. (6) discharge procedures;
   7. (7) personnel practices;
   8. (8) juvenile rights;
   9. (9) resident grievance procedures;
   10. (10) abuse reporting procedures which comply with OAC 377:3-1-25 and 377:3-1-26;
   11. (11) clothing provisions;
   12. (12) personal hygiene provisions;
   13. (13) medical and health care programs;
   14. (14) educational programs;
   15. (15) recreational programs;
   16. (16) food and nutrition requirements;
   17. (17) general emergency procedures;
   18. (18) fire safety;
   19. (19) transportation procedures; and
   20. (20) suicide prevention guidelines.
2. (b) Procedure availability. Procedures that compromise safety and security are not available to the public and clients.
