The facility shall provide for 24-hour emergency medical, dental, and mental health care availability as outlined in a written plan. The plan must include arrangements for:

1. (1) emergency first aid and crisis intervention;
2. (2) emergency evacuation of the juvenile from the facility;
3. (3) use of an emergency medical vehicle;
4. (4) use of one or more designated hospital emergency rooms or other appropriate health facilities;
5. (5) emergency on-call physician, dentist, and mental health professional services when the emergency health care is not located in a nearby community; and

6. (6) security procedures providing for the immediate transfer of juveniles when appropriate, including:

   1. (A) transporting a juvenile to and from the facility; and
   2. (B) guarding the juvenile if placed in a non-secure setting.
