1. (a) In addition to the other rules concerning submittal of evidence to the OSBI Laboratory, a submitting/requesting officer submitting evidence to the OSBI by mail or private carrier shall also:

   1. (1) Place the RFLE in a separate envelope and attach it to the outside of the mailing container in a packing slip fashion. In the alternative, the RFLE may be enclosed external to the sealed evidence container within the mailing container.
   2. (2) Each mailing container shall contain evidence pertaining to one case only.
   3. (3) Each evidence container within the mailing container must be properly sealed pursuant to administrative rule of the OSBI.
2. (b) Mailed evidence not submitted properly may be returned to the original requesting agency without testing.
