1. (a) Crimes may be nominated for a reward by any head of a law enforcement agency in the State of Oklahoma.

2. (b) The submitting agency must include information about the case in its application, including:

   1. (1) A copy of the official police report.
   2. (2) A summary of the investigative efforts to date.
   3. (3) A specific list of facts concerning the case that may be released to the public in advertising the reward.
   4. (4) A statement as to what difficulties the agency has encountered in investigating the case and how offering a reward may assist.
   5. (5) A list of other rewards pending, their amount, their expiration, and from whom they have been offered.
