The following water quality authorizations require Tier I applications:

1. (1) New, modified or renewed authorization under a general permit, except authorization pursuant to a concentrated animal feeding operations general permit.
2. (2) Transfer of discharge permit considered minor pursuant to 40 CFR 122.63(d).
3. (3) Minor modification of discharge permit or of an authorization pursuant to a general permit.
4. (4) Administrative amendment of permits or other authorizations for the correction of administrative or typographical errors.
