1. (a) When a minor parent is determined Title IV-E eligible:

   1. (1) the cost of the minor parent's child residing in the same placement is reimbursed through Title IV-E; and
   2. (2) the cost of the minor parent and child is reimbursed through one payment monthly to the foster parent.
2. (b) When the child is removed from the minor parent's custody and placed in another foster home, the child may be determined Title IV-E eligible if all eligibility criteria are met.
