1. (a) Policy. The following budget revisions require grantor-agency approval by a revised notification of grant award (NGA). Revisions are:

   1. (1) a budget increase of more than 10 percent in any single-line, approved line item;
   2. (2) a change in the cost sharing ratio;
   3. (3) a change in the project period and budget year dates;
   4. (4) a change in the award recipient; and
   5. (5) any change in the personnel or equipment line items.
2. (b) Authority. The authority for this section is Part 641 of Title 42 of the Code of Federal Regulations.

3. (c) Procedures. The procedures for implementing this Section are:

   1. (1) the sub-grantee submits a proposed budget, with any of the outlined revisions listed in (a) of this Section, to the grantor-agency for approval;
   2. (2) if the revision is approved, the grantor-agency issues a revised NGA; and
   3. (3) the grantee-agency revises the budget as approved.
