Sub-grantees:

1. (1) develop and implement methods to recruit and select eligible participants to ensure maximum participation in the program;
2. (2) use income definitions and income inclusions and exclusions for Senior Community Service Employment Program (SCSEP) eligibility to determine and document participant eligibility;
3. (3) develop and implement methods to recruit minority populations to ensure at least proportional representation in assigned service areas; and

4. (4) develop and implement strategies to recruit applicants who have priority of service as defined in OAA Section 518(b) (1)-(2) and by the Jobs for Veterans Act (JVA). Individuals with priority include those who:

   1. (A) are covered persons in accordance with the JVA, covered persons who are SCSEP-eligible must receive services instead of or before non-covered persons;
   2. (B) are 65 years of age and older;
   3. (C) have a disability;
   4. (D) have limited English proficiency;
   5. (E) have low literacy skills;
   6. (F) reside in a rural area;
   7. (G) have low employment prospects;
   8. (H) have failed to find employment after utilizing services provided through the One-Stop Delivery System; or
   9. (I) are homeless or are at risk for homelessness.
