The following areas shall be provided:

1. (1) Public lobby area including:

   1. (A) Reception and information counter or desk.
   2. (B) Waiting spaces.(C)Public toilet facilities (handicapped accessible).
   3. (D) Public telephone(s).
   4. (E) Drinking fountain(s).
2. (2) General or individual offices shall be provided for business transactions, medical and financial records, and administrative functions.
3. (3) A quiet room for counseling\reflection is required and shall have a minimum of one hundred (100) square feet.
