A license applicant or license holder shall submit to the regulatory authority plans and specifications for review and approval before:

1. (1) The construction of a new establishment;
2. (2) The conversion of an existing structure for use as a lodging establishment;
3. (3) The extensive remodel of the food service area of the establishment.
