To qualify for a license, an applicant shall:

1. (1) Be an owner, or officer of the unattended food establishment;
2. (2) Comply with the requirements of this Chapter;
3. (3) Allow access to the unattended food establishment;
4. (5) Provide any required information;
5. (6) Pay the applicable license fees at the time the application is submitted;
6. (7) Pay the applicable license renewal fees.
