All requests shall be evaluated according to the following criteria:

1. (1) There must be a significant advantage to the State for cost savings.
2. (2) The request, if granted, cannot require the use of non-FTE personnel. Existing FTEs only may be considered.
3. (3) If an emergency condition exists, as defined by Section 130, Title 61, Oklahoma Statutes, a request for authority may be approved if the emergency can only be remedied by using temporary employees.
