Upon review of the notice of intent submitted by the agency, the Director will consult with the agency and determine the specific project planning requirements. The Director shall determine a need for pre-design services based on the following factors:

1. (1) Building type;
2. (2) Project complexity;
3. (3) Project schedule;
4. (4) Funding sources or funding constraints; and,
5. (5) Other factors unique to the project.
