The purpose of this Chapter is to establish policies, procedures and standards that apply to the Human Capital Management Division (HCM) and to other Chapters in this Title. The rules in this Chapter describe:

1. (1) The organization of HCM;
2. (2) How to get information and file documents; and
3. (3) The general practices of HCM.
