The Civil Service Division delegates the authority to issue the final order to the ALJ. The ALJ shall prepare the final order and submit it to the Civil Service Division within ten (10) calendar days after the record is closed. The final order shall include findings of fact and conclusions of law, written in clear and concise language.

1. (1) The Civil Service Division shall issue the final order to each party, by personal service or certified mail and by submission on the online filing system, within five (5) calendar days after receipt from the ALJ.
2. (2) The determination of the ALJ shall be final and conclusive except as provided in the Administrative Procedures Act.
