Notwithstanding other provisions of this Chapter, samples that are not properly collected or submitted, not collected by trained and authorized personnel, not analyzed in an accredited laboratory, or samples that do not properly represent the quality of the water in the distribution system during normal operation must not be used to determine compliance with these regulations. DEQ must document the determination of circumstances or conditions that require samples to be invalidated.
