1. (a) If public notice has not been made by the appropriate federal agency, DEQ will mail notice of certification request to all interested persons who have submitted a written request to DEQ to receive such notices.
2. (b) DEQ will coordinate certifications for NPDES permits with the U.S. EPA in a manner which is consistent with EPA regulations in 40 CFR §124.53; provided, however, that if a time in excess of 60 days from the date the draft permit is mailed to DEQ is necessary for certification, DEQ reserves the right to notify the Regional Administrator that a longer time is required.
